This is a rice paper that has had printing issues of some kind.

Paper could have numerous faults including ink splats on either the front or back, small holes or tears, ink trails, full image not printed correctly, discrepancies with colours.

Most faults are easily covered or painted over and generally are on the edges rather than the image.
